Grey, Clark, Shih & Associates, Limited is a multi-discipline consultancy firm with over 30 years experience in the practice of customs and international trade dispute resolution.


Our policy experience includes developing and implementing bilateral, regional and multilateral negotiating strategies, and assisting clients to ensure that their interests are adequately protected in the final legislative and regulatory frameworks.

We advise clients on a broad range of international trade and public affairs issues in Canada, the U.S. legislation and elsewhere. We have a proven record of success in investigation and enforcement proceedings involving Customs and trade remedies. Our team has acted as counsel for numerous cases heard before the Canadian International Trade Tribunal (CITT) and the Canada Border Services Agency (CBSA). We have extensive experience with the full range of issues arising in these proceedings.

GCS has represented important U.S. trade interests in trade disputes with Canada, and has prevailed on behalf of Canadian and European clients in trade remedy proceedings in Chile.

GCS has also provided technical assistance and training to trade remedies and trade defence officials in the Philippines, Vietnam and Jamaica.
